The US companies that use offshoring are taxed already on the income they generate from the work, but not to make up for the pay differences between the US and various countries. It probably wouldn't be worth offshoring if they put some kind of tariff on it that would offset the wage differences.

A lot of big companies would be highly upset with Trump if he ever tariffed offshore software work. Big companies love their cheap overseas labor.
