Yes it does not look good but we don't know what happened before the agents started manhandling the woman. It's possible she brought the problem on herself. As far as the man goes, we do know that interposing yourself between armed officers and a civilian when you yourself armed is simply asking for trouble. Personally I think he turned up to the vicinity looking for trouble and he found it. God rest his soul.

But there is a solution. At each future operation, send in officers in three specific groups. The first group is the ICE agents doing their job. The second group has the sole job of forming a human barrier and keeping protestors away from the first group, and politely telling any protestors that get too close that they will be arrested for interfering with a law enforcement operation if they don't step back. The third group has the sole job of arresting any person pointed out by the second group. They operate behind the line of the second group and quickly whisk the arrestee away.

Organise the logistics such as nearest federal court, nearest federal gaol cells etc and do the job in a polished way, and the public will soon get the message that perhaps they should give ICE room to do their job, or simply not turn up in the first place.
