Every Muslim country needs to, at a minimum, implement these reforms.

1. Make it legal to publicly criticize Islam.
2. Make it legal to convert away from Islam.
3. Anyone who commits violence objecting to (1) or (2) needs to be treated like a criminal.
4. No more treating non-Muslims as second class citizens.

If they refuse, they should be bombed and conquered. This needs to happen with ALL Muslim countries. Iran just happens to be the biggest troublemaker and biggest offender. Even "enlightened" countries like Saudi Arabia or UAE fail on 1-4 above.
