The cop was traumatized (not PTSD level) by his earlier incident of being dragged by a car. And re-enacted the episode with a finale of quick drawing his weapon and firing. And practiced and practiced until it was a reflex.

This all happened quickly. No time to think about whether he's legally liable. He experienced a familiar danger and he went for it.
