Soros is not a decision maker, he is an agent. One of the reasons we know that is that by rights he should be in gaol. The fact that he is not shows that he is doing the bidding of others. His money is not his, he spends it according to instructions.

Same goes for anyone else whose name we know. The real decision makers keep a very low profile. The reason we know this is that if you had the wealth and power to be at the top of the tree, a genuine global decision maker, you would not let the public have any idea who you were or where you lived or that you even existed, you would do everything through proxies.
