There are lots of problems with "go after the ringleaders". It's done through multiple layers of charities and shell corporations. That makes it hard to trace the people funding. They can say "I didn't know my money would going to be used for that!"
They also will lawyer up and drag out any prosecution for years. The next Democratic President would pardon them or drop the charges, making any prosecution or conviction meaningless.
There also are a lot of Democrat-appointed judges. You can't appeal everything. A judge has lots of discretion for whether a prosecution succeeds or fails.
Once someone has more than a certain amount of political influence, they become untouchable.
