Royalties are passive income generated by using someone's intellectual property. IE, a juke box or musak that plays a song generates a small payment to the artists that made the song. Or a movie performance generates a royalty payment.

Royalties are usually a private sector thing.

Obama has grifted off of book deals and speeches. But a government program doesn't contain any intellectual property or work product that allows someone to passively collect a royalty check off of it.
