I wouldn't want to be a landlord in NYC (Public Board)

I read about COPA. It looks like a way for NYC to take over private property. There are a lot of old apartment buildings in NYC and plenty of laws in place already for how they are to be maintained, but now government competes in the sale of private property as a buyer.

It doesn't seem right to me that NYC is involved in any private property sales. They make it hard for a seller to sell to anyone else but them.
