DOGE - dept of government efficiency - is also the name of a ridiculous crypto currency (I own a little of it, it's done nothing). Dogecoin's logo is a dog. Dog... doge in internet slang. A joke, a troll, maybe serious, maybe just for fun while he cooks up something else in secret.
