I still think the modern theory of war is incorrect. "Only kill combatants" is a losing strategy. Even in the most militarized society, at most 1%-2% of the population will be active soldiers. By killing the soldiers but sparing everyone else, you're lowering the cost to that country for supporting war.

Lebanon's government of course wants peace with Israel. It's just that pesky Hezbollah that Lebanon's government is powerless to stop and actively encourages.

It lets a country get away with war and peace at the same time. They can go to war, knowing their civilian population is protected anyway. As long as you preserve your women and children, you can replace the dead soldiers in the next generation in 10-20 years.

The only way to fight a war and win is to murder everyone. That's what Muslims do when they take over a country. That's what Communists do when they take over a country. Muslims and Communists know how to win wars. The failure of Western countries to do this is why they can never win wars, only get stalemates where the enemy restarts hostilities every 10-20 years.
