yes 1/4 was roughly my own estimate of Trump's successes.
I didn't hold that against him because he had very few allies within the whole of the government. When, in the US system, public servants under you refuse to do what you direct, there's nothing you can do except fire them but firing can be worse politically than not firing.
This time around he has more experience and more allies plus court decisions which boost his authority over his subordinates. If he gets in, I expect he will up his success rate to 1/2. Maybe even 3/5 if the planets align. With one proviso. He must create a culture where the public service, the executive branch, feels the obligation to carry out the directives of the president regardless of personal beliefs and ideology.
