I wonder if he pushed for it deliberately since the midterms were coming up at the time and he knew that this issue would cost Republicans some elections in the House and Senate. He is supposedly a conservative but doesn't seem to be a fan of Trump. In other words, it wouldn't surprise me if he did it to make Trump look bad.
